Scope and Contents
This folder contains the ideas and perspectives of Packard, as well as the perspectives of the Republican Party on prominent issues including abortion; agricultral restrictions; defense budget spending; yearly budget government spending and allowed debt; the United States' role in foreign affairs and aid (with countries like Bosnia, China, Haiti, Israel, States of the former Soviet Union, and Somalia); the cable industry; political campaigns and PACs; child care; Civil Rights; Congressional pay and reforms; the justice and penal systems; drugs; education; energy; environmental aspects including endangered species and clean energy; military service; gun control; the Hatch Act; health care; immigration; labor and business; the North American Free Trade Agreement and trade; National Taxpayer's Union (NTU); oil rights; social security; the space program; taxes; veterans; and water resources. The folder also contains Packard’s voting habits on related bills, whether or not the bill he voted on passed or failed, and further legislative actions pursued by Packard.

Conditions Governing Access
This collection is open for research. The Special Collections and University Archives Reading Room is accessible by appointment only, Monday-Friday, 8am - 4pm. Final requests for materials must be made one hour prior to closing. Please submit requests for archival materials at least 24 hours in advance of desired appointment. Materials requested over the weekend will be available on the following Tuesday at the earliest.
