Scope and Contents

This folder contains Packad's proposed changes to the checkpoints in North County, which he believed were wasteful of funds and inefficient. Inside are letters written to and by Packard; those from Packard clearly indicate an effort to disband the two checkpoints, with support from those who supported it. Also included in the folder are fiscal statements detailing how funds would be diverted from checkpoints to the border and to INS. Other proposed plans included expanding the existing checkpoint to improve efficiency. The folder includes news sources that indicate both support and opposition to Packard's plan.

This collection is open for research. The Special Collections and University Archives Reading Room is accessible by appointment only, Monday-Friday, 8am - 4pm. Materials requested over the weekend will be available on the following Tuesday at the earliest.
