Scope and Contents
Folder contains a memorandum on the San Luis Rey Indian Water Rights Settelement Act presentation. This memorandum is highly expansive on the matter and goes into great detail about every aspect of the act. Also included is a report on the San Luis Rey Rivers by the Bureau of Reclamation about the usefulness of the area and looked at the potential impacts a massive project could have on the area. Also included are letters to and from Congressman Packard, where his push to get the water rights and funds for the Native Americans in the area is shown. A series of agreements between the BIA and tribes of the area indicate the furthering of an agreement. Congressman Packard, whose district was that of those tribes, is shown to help further the tribes toward an agreement.
