Folder contains information on the Agricultural Credit Restoration Act of 1998, H.R 3579 and the FY 1998 Emergency Supplemental Appropriations Act. Along with the disaster relief bill, Packard was involved in getting the addition of beach restoration under SANDAG. Letters to Congressman Packard urge him to follow through with his vision of beach replenishment and get others less in favor, to vote in favor of the funding being appropriated. Letters from Packard indicate him trying to do this exact thing. Also included is a court case bewtween the CCC (California Coastal Commission) and the U.S Navy and a "Shoreline Preservation Strategy for the San Diego Region" rleased by the San Diego Association of Governments.

This collection is open for research. The Special Collections and University Archives Reading Room is accessible by appointment only, Monday-Friday, 8am - 4pm.
