Folder contains a few speeches from Congressman Packard in which he goes into details about key problems and issues that he was in favor of. The main speech included was given in Anaheim at the RUFF Foundation Convention in 1983, and it was called "The Responsibility of Freedom".

This collection is open for research. The Special Collections and University Archives Reading Room is accessible by appointment only, Monday-Friday, 8am - 4pm.
