Folder contains Representative Ron Packard’s floor statements given during the 101st Congress sessions, a copy of his speech for the Science Diplomats Club, and a full copy of the Congressional Quarterly weekly report service Reference Manual. The topics addressed in his floor statements include the Oceanside Experimental Sand Bypass System, Carlsbad Shoreline Protection Study, Santa Ana River Mainstream Watershed Project, the Lake Elsinore Management Project, the Coast of California Storm and Tidal Waves Study, land use policy for the California Desert, the Space Transportational Services Purchase Act of 1989, the Outer Continental Shelf Oil and Gas Lease Sale moratoriaium, and the San Luis Rey Indian Water Settlement.

Conditions Governing Access
This collection is open for research. The Special Collections and University Archives Reading Room is accessible by appointment only, Monday-Friday, 8am - 4pm. Final requests for materials must be made one hour prior to closing. Please submit requests for archival materials at least 24 hours in advance of desired appointment. Materials requested over the weekend will be available on the following Tuesday at the earliest.
