This collection documents the congressional activities of Ron Packard, a Republican Representative from California who served the 43rd District (1983-1993) and the 48th District (1993-2001) in the House of Representatives. It contains materials documenting his congressional campaigns and retirement. The collection consists of 32 boxes, each with individual folders containing either original or copied documents [letters; congressional records; talking points], presentations, photographs, news articles, a VHS tape, or handwritten agendas. Box 1 contains one stuffed toy, and box 32 contains three framed documents.
Major focus points of the collection include: speeches he made during the Congressional sessions, various subcommittees, and other media events; his lobbying efforts and correspondence for a variety of bills; joint letters on California, national, and international issues; photographs and framed documents. Some of the significant topics represented in these files are the Challenger incident debriefing; the NASA Space Station proposal; immigration policies and the San Clemente Immigration Checkpoint; military construction projects and base closures; the San Luis Rey Indian Waters Settlement Act and other water development acts; the 1998 Navy Napalm scandal; the Environmental Protection Agency (EPA) and variety of environmental concerns impacting California; North American Free Trade Agreement (NAFTA); the Religious Liberty & Charitable Donation Protection Act; University of California’s California Institutes for Science and Innovation; San Diego State University’s Middle East & Mediterranean Desert Development Program; international relations and concerns; and reform bills relating to health care, medicare, and taxes.

Conditions Governing Access
This collection is open for research. The Special Collections and University Archives Reading Room is accessible by appointment only, Monday-Friday, 8am - 4pm. Final requests for materials must be made one hour prior to closing. Please submit requests for archival materials at least 24 hours in advance of desired appointment. Materials requested over the weekend will be available on the following Tuesday at the earliest.
